Who did this to The King's Arms in South Zeal?

Between 7.30am and 7.45 am on Tuesday 27th July, this damage was done to the steps outside The King's Arms, South Zeal. Somewhere, someone must know of a lorry or similar which is showing the marks of a substantial hit. One of the lorries that comes through at that time of day is the local refuse collection. Could it have been that? There was a car parked immediately opposite, so something was trying to squeeze through and it is inconceivable that the driver did not know what he or she had done.
