Devon County Council to Encourage Fly Tipping - Updated

From April 1st 2011, Devon Council County will start

charging for non-household waste that is taken to Recycling Centres. The minimum

charge will be £2 per bag. Another present from Conservative Controlled Devon

County Council after areas rejected Parking Meter Tax. We now have Recycling

Tax.

This has now been clarified - Charges will be levied on soil and rubble (including bricks, blocks, tiles, paving slabs, concrete posts, sanitary ware etc), plasterboard (including plaster and gypsum related products), bonded asbestos and tyres

brought to any Recycling Centres in Devon. All other household waste,

including garden waste, recyclables and general waste will still be

accepted free of charge.

All money collected at civic amenity sites will go directly to the contractor which runs them.

The Site Manager’s decision is final on the actual charge to be made.

So who will be monitoring what they decide to charge?

Where is the Environmental Impact Report? (With possible Fly Tipping, Burning and Other Disposal*)

    Devon County Council walk the line of can't do - won't do. As a Conservative Controlled Council they go against the Big Society - where perhaps we are supposed to pull together, make things happen for the people and not for the system. They either need to wake up or listen to more people.

    Devon CC have issued the following statement concerning changes to household waste disposal...

    "In response to public concern Devon County Council has issued a statement to reaffirm what types of waste will be affected by new charges to be introduces from 1st April.

    New charges will not be applied to general household waste. They are specifically for rubble, soil, plasterboard, asbestos and tyres only. Items such as garden waste, furniture and old electrical appliances, etc, will still be accepted free of charge.

    The charges will be:

    £2 per bag of rubble, which could contain brick, stone, gravel or soil, and ceramic sanitary ware
    £2 per tyre
    £7 per bag, or full sheet, of plasterboard
    £20 per bag, or full sheet, of asbestos

    Councillor Roger Croad, Devon County Council's Cabinet Member responsible for recycling, said: “Recycling centres have been experiencing heavy queues of people trying to dispose of their waste before Thursday.

    “We want to reassure the public that general household waste will continue to be handled free of charge. The new charges will only apply to the specific waste types outlined.”

    The Council is legally obliged to provide recycling centres for household waste to be accepted free of charge, but it does not have to accept non-household waste such as soil, rubble, plasterboard, asbestos or tyres.

    Clarification on the DCC policy on what constitutes household waste can be found on http://tinyurl.com/6dxmu5g The proposed charge on household DIY waste will lead to more fly tipping. I am interested to know what consideration our DCC councillors gave to this fact or to the fact that more people will burn their rubbish and the impact of that on our environment. The redefining of household waste and what is covered or not by our council tax is purely related to the cuts that DCC have to make. Other county councils continue to accept a much wider range of household waste at their recycling centres regardless of it being covered under mandatory or discretionary funding. This is another example of our county councillors keeping their heads down and not properly informing us of a decision that they have made and that they know will be most unpopular until it is too late.
