Okehampton to Exeter rails link plans postponed

The much-heralded return of a direct railway service from Okehampton to Exeter has been put on hold for several months - and the blame is being placed firmly with Network Rail.

As reported here on Okehampton People in March, the project was well in hand, with a view to starting the service at the end of may. But all depended on obtaining the necessary certification from Network Rail, who are responsible for the track.
Dartmoor Railway say they have 'not been able to finalise arrangments', but stress that 'services are still running between Okehampton and Meldon Quarry on Sundays and to both Meldon Quarry and Sampford Courtenay on Saturdays. (Click here for the timetable.)

I am totally confused. Nothing has happened regarding the Devon and Cornwall Railway application. Dartmoor Railway have not said whether they would be making another attempt at finalising arrangements. Sounds like 'blame culture' here and that Network Rail are still in the British Rail age. Dartmoor seem to have a perfectly good 'Thumper' unit that would make for a very pleasant ride to Exeter.
I note that the Sunday service runs again courtesy of First Great Western and I live fairly locally now and may use it. However, for the benefit of those living 'up country', I note that it would appear that every effort is made by First Great Western to ensure that there is no really sensible connection to a main line service to and from Paddington. Well, you can catch the 08:57 from Paddington and you will make Okehampton at 13:49. The last train from Oke at 18:00 will connect you with one that will get you to Paddington after midnight. I know that Exeter St Davids Station does provide fair facilities but one would have liked more time. However, from a recent inspection, I also note that every effort is made to minimise publicity of the Dartmoor service at Exeter St Davids station. However, times for the 'Atlantic Coast' bus service was shown. The website is not very helpful either. Try looking up a train from Okehampton to Exeter St Davids on any summer Sunday and you will draw a blank.
We now have a Lib-Dem / Conservative coalition and I recall pre election interest in investing in the railways. That was pre-election and we seem to now have post election silence on the matter.
Conclusion: will somebody wake up and tell us all what is going on. I would love to use my car much less and commute to Exeter by train!
