Thanks for the update Richard. This is a sad episode that exposes how out of touch Conservative Devon County Councillors are with the people who elected them. They have been living on the fat of ever rising Council Tax, start budgeting properly and take tough decisions. This does not include thinking up ideas of how to take more money off the electorate via the back door.
