Only a judge could come up with a suggestion like this.
Firstly, ALL DRUGS are categorised into restricted legal use categories dependent on their pharmacological classification and use. This is determined by their safety profile and use.
All countries (in the West anyway) then prescribe in legislation who and how any individual drug is used.
All narcotics and habit forming drugs are defined in an International protocol (part of the UN) defined by member nation pharmacologists and law enforcement. Opt out of the protocol and you're in with the nations that have no drug control at all and means that member nations my not buy pharmaceuticals from you. Britain is a leading exporter of pharmaceuticals. So you could forgo international trade.
So when you declassify these "drugs" where do you start and where do you end? Do you have a social drug class and classify heroine there for recreational use. But if you want to use morphine for pain relief in do you make it controlled or anyone can use it whenever they like. I'm thinking Dr Shipman here and lots of them.
It's all very well saying these things without thinking about how this implemented within the legal system and its impact on international law. There are already serious social problems with the lack of control of alcohol. Freely available narcotics would really make this a fun place to live.
